Launch 'Culture Compass for Europe'
On 12 November, the European Commission launched a new policy framework for culture: the Culture Compass for Europe.
This compass points the way toward a future where culture takes a central place in the European project.
The document is built around four clear pillars:
- Freedom and values – European values such as democracy, equality and diversity form the foundation. Artistic freedom must be protected, especially when it comes under pressure.
- Fair working conditions – Artists and cultural professionals deserve fair pay, sustainable careers, and the freedom to experiment. The EU is therefore developing an Artist Charter for Fair Working Conditions.
- Culture as a driver of innovation – Culture and heritage not only shape identity but also contribute to employment, innovation and resilience.
- International cooperation – Cultural exchange fosters peace, mutual understanding and sustainable development.
This new compass comes with 20 Flagship Actions: concrete initiatives designed to turn the EU’s vision into reality. In addition, the Commission proposes to double the European budget for culture, a powerful statement that culture is not a side note, but a core element of Europe’s future.
The Culture Compass underlines that art and culture can only flourish when freedom, access and dignity are guaranteed, for both creators and audiences. Everyone should have the opportunity to experience and participate in culture, regardless of background or circumstances.
At the same time, the compass acknowledges today’s major challenges: global competition, climate change, and emerging technologies such as artificial intelligence, all of which bring both opportunities and risks for the sector. Building resilience is equally essential, to ensure that culture and heritage are safeguarded in times of crisis.
