Launch of “Culture Compass for Europe”

On 12 November, the European Commission launched a new policy framework for culture: the Culture Compass for Europe. This compass points the way towards a future in which culture takes centre stage in the European project.

The document is built on four clear pillars:

Freedom and values – European values such as democracy, equality and diversity form the foundation. Artistic freedom must continue to be protected, even when it is under pressure.

Fair working conditions – Artists and cultural workers deserve fair pay, sustainable careers and the freedom to experiment. The EU is therefore working on an Artist Charter for Fair Working Conditions.

Culture as a driver of innovation – Culture and heritage contribute not only to identity, but also to employment, innovation and resilience.

International cooperation – Cultural exchange helps to strengthen peace, understanding and sustainable development.

Linked to this new compass are 20 so-called ‘Flagship Actions’, concrete initiatives designed to realise the EU’s vision. In addition, the Commission proposes to double the European budget for culture. A strong signal that culture is not a side issue, but at the heart of Europe’s future.

The Culture Compass emphasises that art and culture can only flourish when freedom, access and dignity are guaranteed for both creators and audiences. Everyone must have the opportunity to experience and participate in culture – regardless of background or circumstances.

At the same time, the Compass acknowledges the major challenges of today: global competition, climate change and new technologies such as artificial intelligence, which present both opportunities and risks for the sector. Resilience is also crucial, so that culture and heritage remain protected in times of crisis.
